Export control and sanctions - tools and templates for assessment and licensing

Aalto University supports its community members' engagement in international collaboration with universities and other entities across the world. Whilst aiming for fee exchange of ideas, it is prudent to be aware of and adhere to mandatory regulation imposed by EU and various nation states to prevent the misuse of our research by third parties for purposes counter to our mission. Here are some tools and templates for enabling you to assess the situation and a list of people to contact when you need help.

What should I check?

Knowing your partners and being vigilant for signs of suspicious enquiries or new collaboration offers is an integral part of controls for end-use and end-user, as well as of controls for catch-all and cyber-surveillance situations. If one or more of the red flags listed in the list apply to your research activity there is a strong indication for further scrutiny.

Decision tree to assess whether export control and sanctions regulation apply to your research

This decision tree is intended to help a PI or an individual researcher to analyse whether his/her research activity may be caught by export control and sanction laws and to determine if more investigations will be needed on the matter.

Licensing requirement assessment form

This license enquiry form is to be filled out by PI or individual researcher if there is expectation that export license may be needed from the Ministry for Foreign Affairs of Finland in case of dual-use items or the Finnish Ministry of Defence in case of military items in connection with a research activity. Download the form, rename it to include your name, fill it in and submit it to your School’s or Department’s Technical Export Control Expert for review and further processing. It is advisable to contact the School’s or Department’s Technical Export Control Expert and University’s Compliance Officer before the license enquiry form is filled out.
